Italy and Sweden both concerned about confidentiality of Acta

WikiLeaks has released two US embassy cables revealing doubts expressed by Italy and Sweden on the Anti-Counterfeiting Trade Agreement (Acta). A cable from the US embassy in Rome on 5 November 2008 quoted Fabrizio Mazza, head of the intellectual property rights office at the foreign ministry, as saying perspicaciously that European countries would try to slow down negotiations, particularly because of the level of confidentiality of the talks. A cable from the Stockholm embassy on 24 November 2009, reported comments from negotiator Stefan Johansson, representing the EU during the Swedish EU presidency, to the effect that the secrecy issue was proving very damaging to the negotiating climate in Sweden. While these two cables date respectively from 2008 and 2009, it was only in April 2010 that a first official project was unveiled to the public.
