The Vitebsk Kurier site is an independent Russian-language news portal covering the northeastern city of Vitebsk and the surrounding region. It is the online version of a newspaper of the same name that was created by two Vitebsk merchants in 1906 and was revived as a weekly by photojournalists Vladimir Bazan and Igor Leikin in 1989. As it covers economic and social problems, as well as cultural activities, it has sometimes been critical of the city’s authorities, which obstructed distribution of its print edition as well as blocking its website on several occasions in the past.
