Reporters Without Borders sends open letter to presidential candidates

As the 8 April 2004 presidential elections approach, Reporters Without Borders has asked the candidates to make a solemn commitment on a number of measures that would guarantee greater respect for press freedom in Algeria. The organisation has, in particular, called for: - The abolition of prison sentences and the reduction of fines for defamation convictions, through an amendment of Criminal Code Article 144b. This article currently provides for sentences of two to 12 months in prison and heavy fines, ranging from 50,000 to 250,000 dinars (approx. 500 to 2,500 euros), in cases where individuals are convicted of making defamatory, insulting or slanderous remarks about the president, Parliament, either of its two houses, or the People's National Army (ANP). - Respect for Article 10 of the Law of 3 April 1990 regarding access to information, which stipulates that "the diverse trends of public opinion and thought are guaranteed equal access in public sector media and publications". - The abolition of the state television and radio monopoly, and guarantees to ensure the independence and diversity of news stations. - The possibility for foreign media correspondents to work for several different publications, in accordance with the principle of labour freedom as it has been understood for many years.
