I am writing to ask you what you plan to do to defend the First Amendment, freedom of the press, and the fundamental rights of journalists to practice their profession freely in what has become an increasingly hostile environment for information and news providers.

The United States, which enshrines press freedom in the First Amendment of its Constitution, is currently witnessing a drastic decline in media freedom. On June 28, one of the most horrific attacks on press freedom in the United States occurred when five employees, including four reporters, were killed at the Capital Gazette newspaper in Annapolis, Maryland. According to the US Press Freedom Tracker, which comprehensively documents press freedom violations in the US committed by national, state, and local authorities as well as private individuals, 33 journalists were arrested, 43 were physically attacked, and 15 seizures of journalists’ equipment occurred in 2017. In one of these incidents, Rep. Greg Gianforte physically assaulted a Guardian journalist the night before his state’s election. While covering the school shooting in Parkland, Florida, journalists were impersonated on social media, impeding their ability to accurately investigate the facts and disseminate information which could be vital to preventing a similar tragedy. This hostility towards the press not only risks compromising the American public’s right to be informed through journalists’ reporting, but can also degrade the public’s trust in the media itself.

This is not a partisan issue; it is a fundamental right that impacts every American no matter their politics. Journalism is at the crux of our democracy, and communities everywhere rely on journalists to provide them with information that is essential to their daily decision-making processes. It was local investigative journalist Curt Guyette who broke the story about Flint, Michigan’s lack of access to clean water in 2014, prompting years of class-action lawsuits, protests, and subsequent federal assistance to the city in order to try to resolve the crisis. Reporters Megan Twohey, Jodi Kantor, and Ronan Farrow publicized sexual assault allegations against influential Hollywood producer Harvey Weinstein in 2017, leading to the ubiquitous and powerful #MeToo movement which brought decades of sexual abuse and harassment across multiple industries to light.

Yet freedom of the press in the US is currently in dire need of congressional support. It is our civic duty as one of the world’s leading democracies to uphold principles that support and protect the rights of journalists so that they may hold those in power accountable and ensure an informed and engaged community.

MODO DE PREDAÇÃO: censura e asfixia econômica habilmente orquestradas

Desde 2017, a tendência autoritária do governo Maduro contra a imprensa independente não deu trégua. As prisões arbitrárias e a violência cometida contra jornalistas pelas forças de segurança e os serviços de inteligência venezuelanos só aumentam. A Comissão Nacional de Telecomunicações (Conatel) priva estações de rádio e televisão muito críticas de suas frequências de transmissão e, ocasionalmente, coordena cortes na Internet, bloqueios de redes sociais e confisco de materiais. A maioria dos jornais impressos da oposição não resistiu a essas pressões. Os meios de comunicação online são, por sua vez, confrontados com repetidos ataques virtuais, tornando o seu trabalho de informação cada vez mais complexo e oneroso. Os jornalistas estrangeiros também são regularmente detidos, interrogados e expulsos do país. Desde 2018, inúmeros jornalistas venezuelanos vêm sendo forçados a deixar o país para fugir de ameaças e preservar sua integridade física.

ALVOS PREFERIDOS: a imprensa privada, o jornal El Nacional

Mais de cem meios de comunicação fecharam desde a chegada ao poder de Nicolás Maduro. Entre eles, o emblemático jornal El Nacional, fundado em 1943, deixou de circular em edição impressa em dezembro de 2018. Ainda ativo online, continua a ser um alvo preferencial do governo. Em 14 de maio de 2021, sua sede foi tomada e a direção condenada pela Justiça a pagar 13 milhões de dólares (cerca de 11 milhões de euros) de indenização, na esteira de um processo de difamação movido por Diosdado Cabello, deputado e vice-presidente do Partido Socialista Unificado da Venezuela e uma das principais figuras do poder chavista. A medida pode custar ao jornal todos os seus bens no país, incluindo a perda da sede e seus ativos na Venezuela. Em 2021, o governo acusou várias ONGs e meios de comunicação independentes, como os sites Efecto Cocuyo, Caraota Digital e El Pitazo, e a rádio Radio Fe y Alegría de serem “mercenários do jornalismo”, financiados do exterior para derrubar o governo.

DISCURSO OFICIAL: difamação paranóica

“Grande parte da guerra midiática pela qual a Venezuela está passando tem por objetivo que ninguém mais se aproxime da Venezuela, que ninguém venha investir, embora a Venezuela seja o melhor país do mundo para investir” (Discurso público de lançamento da “Marca País”, iniciativa para promover o turismo e as exportações e mostrar “a verdade do país”, 11 de fevereiro de 2019).

“Eu denuncio a campanha internacional liderada pela CNN em espanhol, este laboratório de mentiras, de guerra psicológica e de lixo contra o país, contra a Venezuela. Uma campanha que também é organizada pela NTN24, um lixo de canal de televisão financiado pelo paramilitar Alvaro Uribe e pelo Miami Herald, veículo depositário de todas as mentiras contra a Venezuela. (…) [Meios de comunicação] que estão cheios de ódio, raiva e loucura. [Meios de comunicação] que tentam envenenar e despejar seu veneno na Venezuela e no mundo" (Discurso proferido na inauguração de 80 unidades habitacionais em Caricuao, Caracas, 18 de setembro de 2014).
