Observatory on Information and Democracy
The Forum on Information and Democracy, a Paris-based organization mandated to
implement democratic principles in the information and communication space, is looking
for rapporteurs for its prefiguration group of the International Observatory on Information
and Democracy. Rapporteurs can be based around the world.
The working group will draft recommendations on the objectives, the methodology and
the resources of the International Observatory on Information and Communication. The
Observatory will seek to provide global evaluation of the information and communication
space. The group will be guided by a high level steering committee composed of
international experts and co-chaired by Angel Gurria, former Secretary General of the
OECD and Shoshana Zuboff, Author of The age of Surveillance Capitalism.*
About the Forum on Information & Democracy
The Forum on Information & Democracy is an international entity providing
recommendations for the regulation and self regulation of the global space of information
and communication. It was founded by 11 independent organizations from around the
world including Reporters without Borders (RSF), the Human Rights Center of UC
Berkeley, the Open Government Partnership and CIVICUS. You can learn more about the

Responsibilities
The rapporteur will :
● Compile, categorize, and analyze contributions from experts and stakeholders.
● Organize and run one-on-one interviews with contributors if and when needed.
● Draft the questionnaire of the consultation.
● Draft the final version of the recommendations.
Reports
● The rapporteur reports to main rapporteur of the working group
● Validates approaches and stimulates input for the research and the draft policy
framework with the Steering Committee
● Coordinates with the staff of the Secretariat of the Forum which monitors progress
of the working group
● Dialogues with experts and researchers contributing to the working group
(interview, workshops, etc.)
Skills and Experience
Successful candidates are likely to have the following skills and experience:
● Law degree, preferable at master level with some specialisation in international
relations, digital rights and/or media policy.
● Expertise in media law, tech governance and human rights
● Experience with policy development processes, including stakeholder
engagement, consultative deliberation and collaborative drafting.
● Experience working and engaging with policymakers, civil society and
non-governmental organizations and other stakeholders.
● A flexible mindset and ability to work in a fast-moving environment.
● Strong written and oral communications skills.
● Experience of working in multiple countries and/or diverse multinational
workplaces.
● Knowledge of multiple languages is preferable.
Conditions
Candidates can be based anywhere around the world. Full-time and part-time can be
considered.
Wages: negotiable depending on the profile
Start date: As soon as possible
End date: Second quarter of 2022 (depending on the agenda of the group)
