MODE DE PRÉDATION : censure, contrôle total d’internet et menaces
La dérive répressive d’Emomali Rakhmon, l’un des plus anciens présidents de la région, ne cesse de s’aggraver. Le dirigeant se présente comme le “leader de la nation” et le “fondateur de la paix et de l'unité nationale” depuis la fin de la guerre civile, dans les années 1990. En 1992, il instaure une censure officielle et systématique des contenus diffusés par les médias privés et indépendants. Depuis 2021, le Comité de la télévision et de la radiodiffusion du Tadjikistan - un organe étatique - impose de nouvelles conditions dans ses contrats de licence de diffusion, obligeant notamment les rédactions à soumettre à validation préalable toutes leurs productions éditoriales en langue étrangère, y compris en russe. En 2018, les autorités se sont arrogées le monopole de l'accès au réseau internet national permettant à l’agence gouvernementale pour les télécommunications de bloquer, de façon illégale, des sites d’information. Le fournisseur d’accès national Tajiktelecom, propriété du service des communications du gouvernement tadjik, est en situation de monopole pour la vente d’accès à internet. Les autorités ont créé des “usines à trolls” visant à discréditer toutes les voix critiques et certains médias, comme Radio Ozodi, le service tadjik de Radio Free Europe/Radio Liberty (RFE/RL). Harcelés par les services secrets, intimidés et soumis au chantage, des dizaines de journalistes ont choisi la voie de l’exil ces dernières années. Les autres s’autocensurent et évitent d’aborder les sujets sensibles, favorisant l’impunité et la corruption dans le pays.
